Decided to get proactive today and reinstall the OS.  Just finished up, and in the process of moving all of the old media back over and noticed something: the CPU never exceeds 2ghz.  Thinking it might just be the EIST stepping in, I fired up Prime95 and Realtemp to see if I'm just not hitting it hard enough, and sure enough according to CPUz (and 7's system info) it's topping out at 2000.2MHZ.  Has anyone heard of such a thing happening?  I found a reference to some guy with a Linux problem of an identical nature, but I think Microsoft and Intel work pretty closely to keep this stuff working.

Here's what CPUz is giving me:
Core speed: 2000.2MHZ (floats as high as 2000.4 and as low as 2000.1 under load)
    Multiplier 15X
    Bus speed 133.3MHz
    QPU Link 3200.2MHZ
    Core Voltage 1.008V

    ***Edit***
I went digging and it turns out that somehow the BIOS got locked to 15X in the BIOS.  I switched it back to the default 24X and now it runs at normal speeds (throttled, normal, and turbo boost).  However, even after all that the crashes remain.

Incase anyone is still following this, it turned out to be a legit incompatibility between the board and the tuner card.  Gigabyte got their hands on a tuner card and offered me a beta BIOS (F6J) that would have fixed it, but before they got it to me I migrated everything to an Intel DH57DD board which has been working great out of the box.  So yeah, it turns out it wasn't a problem on my end, but Gigabyte seems to have a fix for it, so good on them!
