The HVR 2250 has, as I understand it, two RF inputs with one RF connecting dedicated to FM. Therefore, a single RF input is dedicated to NTSC, ATSC and QAM.
This means you cannot mix NTSC, ATSC and QAM because its internally split. Using a cable box would be difficult too since both tuners would see the same cable set top box.
Anyway in order to receive QAM in MCE / VMC you would need to use the Hauppauge Channel mapping beta software plug-in:
You made no mention of this so I have to wonder if you are using the beta QAM software?
Does that mean you havent even tried the beta QAM software?
Well besides ATSC (over the air) you have NO other options for HDTV in MCE / VMC using that card other then clear QAM.
Perhaps the Hauppauge software WinTV v6 can be used for QAM but that’s a far cry from the software quality of MCE / VMC
Since your card is new perhaps you can just return it and buy an HDHomeRun or AverMedia M780 both of which typically work in MCE / VMC very well with QAM.
Other then that I don’t know what to tell you.

Do you guys have the option for digital cable when configuring the TV settings in vista media center? I only have analog when I select cable. When I select antenna (ATSC) no channels are found in the vmc scan or hauppauge plugin scan. If I select analog cable I cannot type a channel about 169 I believe.
I am on version 6.1.1000.18273 of VMC (TV pack) and 7.3.0.26198 of the WinTV-HVR-2250 driver.
I'm starting to think digital channels are not being broadcasted to me, but would comcast only offer analog anymore?? I just had a HD STB that I returned. Maybe they dropped our digital channels too??

The Silicondust HDHomeRun and Avermedia M780, H788 AVerTV Hybrid Volar Max all have channel mapping utilities that allow the user to view the available QAM channels resulting from the prerequisite scans.
You can verify the channels
You can name the channels
You can number AKA re-order the channels so that they show up in the MCE / VMC guide in the order that you want
You can actually do quite a lot.
If Hauppauge doesn’t allow this in their channel mapping utility then they have some considerable work to do in order to catch up. I like Hauppauge and their products so I’m not knocking them I’m just saying,…
I have same set up. Vista Home premium + Tv Pack 2008. VMC does not recognize any digital tuner. It finds 2 analog tuners. and Analog channels works fine. but no HD. Clear QAM plug-in unable to find the card. Gives error

swasam, I am getting the exact same error! Do you think it could be due to the TV pack? Do you recall getting that error before the upgrade? I don't, but I also never tried getting QAM channels before the upgrade.
The analog channels are working great. I get 69 channels and cant seem to get rid of them. We are definately on to something here. Does anyone else have thse symptoms on other versions?
swasam, have you tried scanning digital channels in WinTV6?
WinTV6 scan gives a lot of QAM channels (330+) but none working. I installed Vista SP1 and TV Pack together. I haven't tried without TV pack.
Any one had luck with VMC SP1 + TV Pack?
