WSYX in Columbus, OH chamged it's ATSC channel location. When I scan for channels with my DTV, it finds the new location with no problem. MCE, however, continues to find the old channel location which is no longer broadcasting. Apparently MCE uses a channel listing provided by Microsoft rather than physically scanning for channels. Since the channel listing has not been updated, WSYX is unavailable in MCE. How do I get MCE to find the new channel?
Since this is Vista, close MCE if its running. Find the file atscchannels.xml and delete it. It's hidden so make sure you show hidden files and then search for hidden files in explorer. Restart MCE, and using the add DTV channels menu, manually add the station back in on its proper frequency. If you name it the same name as it currently has in the guide, MCE will auto-associate the guide listings to it. Then redownload the guide to rebuild atscchannels.xml and you shouldd be good to go.
Then go over to the Windows Media Center Services and Guide Data Quality Issues forum and make a posting telling them the channel is on the wrong frequency.

Good News: Your suggestion worked, and I was able to add the station with it's new assigned frequency 48. Reception is great, listings are accurate. This is the first advice that actually worked in establishing reception. Thanks!
Bad News: Deleting atscchannels.xml deleted all of my other channels. I don't know the assigned frequencies of the other channels so I can't add them manually. If I ask MCE to add TV channels automatically, it adds the old WSYX channel and doesn't allow me to delete that particular channel. Without deleting the old WSYX, I can't manually add the updated channel. Do you know of any way to just delete the old WSYX-DT channel which would allow me to manually enter the correct channel?
All you need to do is manually redownload the guide and the atscchannels.xml file will get rebuilt and all the stations should show up in the guide again. Tasks/TV/Guide/Get Latest Guide Listings.
So:1. delete atscchannels.xml2. manually add the station3. manually download the guide.
Dont do a scan for new channels.

Follow the steps. You want to edit atscprefs.xml as that is where customizations occur. atscchannels.xml is the official channel list downloaded from Microsoft.

dmagerl's steps fixed my problem, so I didn't need to edit atscprefs.xml. With all the trouble I had to get MCE to recognize the changed channel, you can bet I will save DanH's steps as well, just in case this issue comes up again. Thanks to you both!
